Azure AD B2C access to all users
I am working on a B2C based application for an enterprise, the app will be installed on a per-user basis. The app uses Azure AD for user authentication and OAuth for user consent.
I need to support user access for all users of my organization, that is, all users of the organization should be able to log in to the application.
The B2C template allows me to specify a group (e.g. “users”) with “User and Group claims rules”, but if I check that rule, then the “and” operator doesn’t work properly (it ends up with a list of sub-items). I tried to play with the claim name and data type, but I cannot make it work.

The first thing to note is that the “User and Group” claim type is not the only claim type that allows for and operations. The User, Service, and Tenant claim types also support and operations. You will want to be sure that you are using the correct claim type.
After knowing that, we’re left with the problem of the fact that the User and Group claim type always returns the “user or group identity” claims, meaning that it will return both the identity of the user and the user’s groups.
So, in the attribute selector for the User and Group claim type, specify the conditions as follows:
(objectid=users/me) and (objectid=groups/authenticated)
