The administration is in the process of compiling a list of federal workers who could be furloughed during the shutdown and is weighing whether to grant them their full salary, U.S. officials said.

That is prompting worries among the family members who are battling in federal courts to keep the money they were promised by President Barack Obama to compensate them for the Sept. 11 terrorist attacks. The president wants to use the payroll-processing system to send the money to families of first responders and other victims who would otherwise be eligible for the money in the wake of the long-running congressional battle over the issue.

Until Thursday, the administration had refused to release the full text of the letter it wrote to victims’ families. The government told families that the letter was being withheld because it contained information that would jeopardize U.S. intelligence operations.

But in a follow-up call, one U.S. official said that the department “now recognizes that the redacted information is unclassified and does not contain sensitive information.” That official spoke on the condition of anonymity to discuss a private call.

In the call, the official said that the government would begin releasing the full text of the letter.

The Sept. 11 Victim Compensation Fund, which was created in 2008 to compensate the loved ones of those killed in the attacks, would continue to pay about $2.7 million a day in compensation to eligible victims and their families.

However, the fund has been unable to pay out any money for nearly four years. The fund is facing a potential closure because of a stalemate in Congress over how much money to set aside for the fund, and the question of whether to grant full pay to federal workers whose jobs are at risk during a government shutdown.
