Photoshop has had many features that have come and gone over the years. In earlier versions, Photoshop had some wonderful features that you can’t see in most newer versions of Photoshop. To get even more of a feel for Photoshop, this book is particularly well suited to an older version, or even Photoshop 5.0, or earlier.
Understanding the features of Photoshop
The biggest advantage of Photoshop is the use of a raster-based editing system. Instead of using a screen of colors that you can manipulate by dragging, you can use a layer-based system. A piece of your image is always on a different layer, and you work on a separate layer and don’t see any of the image you’re editing.
You can do things with layers that you couldn’t do with layers in earlier versions of Photoshop, like a combination of colors. You can even create an entire new set of layers that are created from different areas of your image.
On the surface, layers and the concept of layers are similar to those in more complicated programs like Illustrator. They are a display of pieces of your image set on different layers. You move them around and combine them or hide them as you please. You can create many layers from the same area of your image, and you can even apply different effects on those layers at different times. Figure 6-1 shows an example of a few images with their layers moved around.

The terminology of layers is important to understand because you may not see all the layers to know what you are looking at when you are working on a project. In addition to the layer you’re working on, you can have another layer under the layer you are working on, a layer to the right of your layer, and even one behind you. The term `Unnamed Layer 1` (`Layer` and `Layer 1` are the same) simply means that this is the layer you are working on without a name or number.
Knowing how to create, edit, and modify layers with Photoshop is essential for the amount of flexibility that Photoshop offers. The main tools are the layers that you use to create and modify your images. You can manipulate your layers using many different features to create new images.

This tutorial can get you started, but it’s extremely outdated. The thing you’ll learn is basically the features in Photoshop Elements 12. Don’t bother downloading the tutorial; instead, download the Photoshop Elements 12 tutorial.
I recommend that beginners start with the tutorial.

How to use Photoshop Elements
Photoshop Elements is extremely simple.
Creating a new file
First, click on File > New to create a new file.
You can also press Ctrl + N, or go to File > New.
You can then add a new background, a new photo, or anything else. Photoshop Elements lets you add a background.
You can add a new background from the Backgrounds tab.
Making a new layer
Once you click on File > New, you’ll have a new canvas or blank file that you can start working on.
Open the Layers palette from the top right of the screen and click on the New Layer button.
You’ll now see that the image is on two different layers. You can change how many layers a file has by clicking on the little red eye symbol on the top right of the Layers palette.
Changing the image resolution
You can change the resolution by clicking on the Resize button on the top right of the Layers palette.
If you click on a specific layer in the Layers palette, you can change the resolution of that layer.

WASHINGTON (AP) – The Trump administration is seeking to overturn a Bush-era court ruling requiring some government employees to get permission before posting public messages on social media, according to a memo to agency heads and President Donald Trump’s transition team.
The memo ordered agencies to rescind regulations that required government workers to obtain clearance before posting anything on social media platforms like Twitter and Facebook. The rules were set aside in a 2009 decision by the U.S. Court of Appeals for the D.C. Circuit, which said the statute under which the rules were issued was unconstitutional.
But the Justice Department is attempting to uphold those regulations – known as the Social Media Policy Directive – while the Trump administration begins to fill the federal workforce.
“It is time to rescind this bad policy for good,” the memo reads, adding that the administration “will consult with relevant agencies on the appropriate next steps.”
The move is the latest by the Trump administration to roll back regulations set in place during the Obama administration and in response to the nationwide protests that followed the deaths of African-Americans in Ferguson, Missouri, and New York City after police officers killed unarmed black men.
The directive was issued in June 2010 by the Office of Personnel Management, an arm of the federal government charged with overseeing the appointment of government employees and policies affecting their working environment. The office was abolished under the 2010 Dodd-Frank Wall Street Reform and Consumer Protection Act, which began the process of combining the OPM and the General Services Administration, the public agency that houses the White House.
Several high-profile cases during Obama’s administration led to major changes to government policies dealing with social media.
In a suit that could affect the millions of federal workers who tweet, Facebook and other social media accounts, the administration has been pushing for the existing rules to remain in effect.
The motion to stay the existing rules argues that the existing rules “must be vacated because it was based upon an unconstitutional statute.”
In a case involving the Securities and Exchange Commission, the government’s lawyers last month asserted that “vacation is the only appropriate remedy where the rule is premised on a statute held to be unconstitutional, as that statute is not an essential element of the rule.”
The Justice Department memo to agency heads and Trump’s transition team says the change will “modernize the rules to better align them with the current social media environment.

National Energy Board: good news for the Keystone XL pipeline, and bad news for Plains All American and Foresight
When Alberta’s Keystone XL pipeline application was finally heard on March 29, it wasn’t exactly a surprise that the project was approved. However, not all the details of the decision are good news for Plains All American Pipeline, Inc. (“Plains”) and Foresight Energy (“Foresight”).
The bulk of the controversy surrounding the project has revolved around the agency’s claims that there was insufficient evidence of the pipeline’s negative impact on drinking water and wildlife. On July 31, 2012, the National Energy Board issued a decision that paved the way for the pipeline to proceed to the next step of project approvals.
The NEB’s main argument was that the project would not significantly impact the world’s 3.5 billion barrels of oil reserves (Source: Energy Information Administration). This resulted in the project not being subject to any further studies, such as those conducted by the U.S. Fish and Wildlife Service or the U.S. Army Corps of Engineers.
The project approval meant that the proponent had to show that it will satisfy all its obligations in any event. Much of this was a back-and-forth between Plains and the NEB.
On March 13, Plains filed its legal challenge against the approval decision and requested a judicial review of the case. Plains claims that the NEB’s statements are not supported by the facts or the law.
However, the NEB claims that the failure to accept the applicant’s representations is not grounds for overturning the decision. It also says that the other party’s opposition resulted in the NEB requiring it to better support its claims.
The approval decision was upheld.
This is not the end of the story. Plains will have to go through the second and third steps before the project could actually begin construction. There is a process to determine whether Plains has complied with all its obligations and the NEB has to review this. Once this is completed, and the approval is confirmed, the permit could be issued at the company’s sole discretion.
In the meantime, Plains has to show that it will produce oil while also minimising any impact the project might have. Plains will be granted an exclusive development zone to drill for, and produce, oil at its KXL project
