The president of a minority contractor in St. Louis who is suing the Army Corps of Engineers over its decision to halt contracts on the Mississippi River levee system has vowed to keep fighting what he calls an unwarranted attack on taxpayers.
“We’re not going to let them do this to us,” said James Camarata, president of Camarata, Inc. He added, “In the long run, I think we’re going to win.”
The Corps is expected to announce the indefinite halt of contracts for levee repair on the Mississippi River on Thursday morning.
The Army Corps of Engineers already had halted contracts on St. Louis’ eastern levee system last month. A federal lawsuit was filed by Camarata, who said the Corps could not give a valid reason for the halt in St. Louis.
If the halt is announced Thursday, Camarata said it would be on the eastern levee system. He has said his company has already spent about $50 million over the past three years on contracts for that part of the levee system.
The Corps is taking a yearlong break on work on the western part of the Mississippi River levee system — the Mississippi levee, the Illinois levee and the Illinois Waterway.
The Corps said the pause was due to questions of whether the Army Corps has the authority to enter into contracts to repair the system, which had been badly damaged by severe flooding and recent severe storms. The agency said the pause was also designed to allow it to study its legal authority.
Camarata said he would like the Corps to study the issue. He said the contract he was negotiating with the Corps in April would have gone to work this year, but that the Corps halted the contract after the Obama administration announced in May that it wanted to take over the federal flood-control program.
The Corps said it took over the Mississippi River Levee Board in the late 1990s. Camarata and his company argued that the Corps is continuing to receive fees that had been charged to Camarata
