initially, napoleon did not place much emphasis on the military. he believed that a small army and navy would be sufficient to defend his empire against its enemies. during this time, the french were often successful against their neighbors, but were defeated when they tried to fight the english. napoleon also pursued his dream of reuniting all of france into a single empire, and was very ill-equipped to deal with the challenges of european politics.
the newly formed french empire was also faced with a number of enemies, including the austrians and prussians. these two countries had been in conflict with each other for over a decade, and it was clear that the war was not going to end anytime soon. napoleon had to take control of both of them to prevent the war from spreading to french territory. napoleon took his first step toward winning the war by defeating the austrian army at austerlitz in 1805. he was victorious, but only on the strategic level. the austrian navy was still a powerful force, and it prevented the french from capturing vienna itself.

the main focus of napoleon’s campaigns in russia was to get to moscow, where he wanted to place a puppet emperor on the russian throne who would then be an ally of france. the russian winter forced napoleon to retreat, but he came close to capturing moscow before being forced to retreat. in 1812, napoleon invaded russia in an attempt to reunite the russian lands with the french empire. the campaign ended badly when the russians defeated the french at the battle of borodino, then the grand duke constantine refused to let napoleon enter moscow, thus ending the campaign.
in the singleplayer europe campaign for france, a mission is issued for building the arc de triomphe. completing this mission grants an extra chevron of experience to each existing land unit in the french army. completing the arc de triomphe before the mission is issued prevents the mission from being issued and does not grant experience. the experience bonus is a one-time boost and cannot be activated again even if the arc de triomphe is destroyed and rebuilt. france does not gain this boost upon building the arc de triomphe in the multiplayer europe campaign, nor in the campaigns of the coalition.
